Has the holiday been accrued yet? Is that part of the issue. In that it leaves nothing for the remainder of this years holiday year.

As an employee, we were told that if we booked a holiday pre-lockdown that was permitted to go ahead and then a period of quarantine was required on return then it would be work from home if possible or paid additional leave depending on the nature of your role.  If you booked a holiday after lockdown then you were leaving at your own risk and any required quarantine would be unpaid.  I would have thought a GP surgery would have put a policy in place at the beginning of lockdown to be honest, purely down to the keyworker element of their roles.
