Late Announcement re Croatia - now returned and have to self Isolate 14 days - Work says Unpaid ?

My Partner works part time 20 hrs a week. We went to Croatia on a break (safe to travel at that time) and could only get back to Scotland 9hrs after the cut off time for return (ie 4am on Sat) therefor we have to self Isolate for 14 days.
Her work says "2 weeks unpaid leave".
Is that the norm ?
Has she any right to claim any benefit ?

My work said that if you went before the rules changed you’d be paid (work from home if possible). If you went knowing you’d have to quarantine it’d be unpaid.
I think this is fairly reasonable. Other places are saying that if the trip was booked before lockdown it’d be paid regardless.0 -
