Isn't the whole point of a restricted byway that it is a right of way for everything except mechanically propelled vehicles?
So the guy shouldn't be there at all, regardless of helmets, number plates, insurance ...
Exactly. That’s my understanding of a restricted byway and to compound it, at this time of year there’s a lot of foliage which narrows the track and further obstructs visibility. Horse riders from the local livery yard regularly use the RB so I’ve spoken to the owner in order that they can be made aware.

He’s a nuisance on the paths in the country park and a potential accident waiting to happen as people are strolling around with children and dogs, not expecting to come face to face with a speeding quad bike.
I met him again today and he reacted aggressively to me attempting to film his antics and told me he was sick of people like me “trying to spoil his fun”
  • he was sick of people like me “trying to spoil his fun”

That just sums up the kind of entitled twit(sic) you are dealing with.

Is this character likely to be a member of a distinguishable community, maybe one with a particular interest in the use of motorised conveyances for the purposes of moving around the country? If so, you have lost your country park for as long as this individual sees fit.

I think this character is almost undoubtedly the member of a distinguishable community. Particularly as this particular community are well known to like to settle disputes with fists and the way he squared up to my son was also a bit of a giveaway.

So is the bike road legal or not? Number plate?
If it is, then the police should have no difficulty tracing it.
No free lunch, and no free laptop ;)

If it's got a number plate, or you have some way of narrowing it down (like it always arrives at the same time) the contact the police. Otherwise there's not really much you can do.

I'd be trying to see if someone can drop a log or some rocks across the entry way that leaves a gap just too small for a quad bike. Who owns / is responsible for the CP? If it's the council they may be able to do something to physically restrict access.

The problem is where that restricts access to others - especially those in wheelchairs or with pushchairs.

Indeed. There is a right of way for everything except motorised vehicles, so you need to accommodate a carriage and team of horses. Or oxen.

  • I reported a fence broken due to a quad bike, the council quickly put in a metal bollard. Unfortunately, it was erected in soil with a minimal amount of concrete. The bollard was just pushed over, it hasn't been sorted yet.
Some of these quads can be strong farmer type vehicles and some can be some electric ones for kids.
We have also had problems with illegal quads and motorbikes. Councils and the police need to up their game.

Hands up who else is thinking "Hmm, I quite fancy taking an oxen-drawn carriage into my local park" right now...?
