Urgent advice on adult texting a 16 year old

Far more likely is that texts lead to pictures, and that is unlawful. But we really do need context first3 -
In what context? I've got a 17yo daughter, with friends who are 16. Not that I've needed to so far but I might need to text one of them.
I'm guessing this is attraction biased?0 -
If you are concerned that they want to have sex, you may well be right, and that’s pretty normal. If these are unwanted texts and your child has asked for the sender to stop then it could of course be harassment, so you could take it to the police, but why not just suggest that they block the number?
If your child is choosing to pursue a sexual relationship with an older person against your wishes then it’s probably not a legal issue, but a parenting one, unless the adult is their teacher, doctor, or the like.3 -
Or it could be a parent trying to stop another family member or friend having contact for no reason other than that they don't like them. For example.
Speculation about sexual relationships is premature given the almost complete lack of relevant information in the OP.

OP - are you the 16 year old? Are you worried about the messages that you are receiving? Or are you the parent of the 16year old? Have you been looking at the messages with or without the knowledge of the 16 year old? the advice given would depend upon the situation.2
