He who pays first wins. If you have a business selling stuff as I did it doesn't take long before you get from being happy to wait for people who say they want it but never come back to selling to the first person who puts their money on the counter. The world is full of people who say they'll have something, that they'll be back in X, Y or Z but never return so after a while you just treat it as a polite "sorry, not interested".
