The OP plans to invite 60 guests, but may need to reduce to 30 if current restrictions remain.

Don't forget that the 30 include everyone, so Bride, Groom, Celebrant (Registrar), Witness are all in that total.  Far less than 30 guests.

we are so stuck and don’t know what to do x wedding is planned for 30th October and we had booked a venue for 60 people and 30 bedrooms.

Currently we don’t know what to do. Do we send invites in the hope that the government changes guidelines? X

    wanting advice please
There's so little of the virus around at the moment the risks are quite small, but it's difficult to know how things might change over the next couple of month.
Guess that you don't like your immediate family members very much then. Would have no qualms should one fall seriously ill.

yes we have exclusive use but IF guests are allowed to stay but don’t want to, I wonder where we would stand financially? It is part of the package we paid for so it the rooms are available and able to be used, I think the hotel might hold out 😢

also at what point would you decide to go ahead with 30? Or do we wait longer ?
Just talk to your guests and see how they feel. Please also ignore those who say you might end up causing a local lockdown, that just nonsense.
Nonsense is spoken by those who have no concern for the wider community and selfishly only think of themselves.

Well,it's always nice be be judged on these boards, but the facts are true, it is very unlikely that a small wedding party, where most people are likely to already know each other and are probably already meeting up are going to cause a full scale local lockdown.

Thank you for your kind thoughts about my family, much appreciated, but I'm not sure what in my post made you decide I didn't care about my family. I restate the facts, there is not a lot of virus around at the moment so the risks are small, but that may change before the wedding is due to take part.

.That is why it's important for the couple to speak to those who they would definitely want to be there so that they know the guests' position on attending and then they can make an informed decision about the wedding - though at this stage of the game if the wedding was cancelled, I would imagine they'd be hit for the total cost
Personally I think scare mongering is as bad for the community as is ignoring the official advice.
