Is this true? kind of crazy if the OP can't report a stolen card. Capital one - one to avoid for me at this rate. noted. Quite the oversight to save a buck on paying staff.

No its not true its just the OP can't be bothered to wait in a phone queue to report there card as lost/stolen and has it seems never registered for the mobile app.  I would imagine you are the sort of person to be savy enough to have registered your card on the Capital One app and also have log in details for logging in via the website.

I'm not even sure the how the OP even checks there card balance or statements if they have no way of logging in.
Time is a path from the past to the future and back again. The present is the crossroads of both.

Not sure if the OP has managed to reach Cap One yet - but there's also the ability to send secure messages via a regular internet browser. These get responded to within a few hours.

Wouldn't he need his card number to register on the site? You're showing an account that's logged in.
It's only his app he didn't register for - in the OP's opening post he mentions not being able to find it in his online account which means he has access to the web browser account.

Well, while I would register for the app. I would expect to be able to contact my provider without it. what if I loose my phone? If they just can't be bothered waiting in a queue then that's not the providers fault. But I read that the queue hangs up on them? So what are they to do? I assume they check their balance via paper statments, They way many people have for 60 years.

They mentioned in their original post that they have online account access - just didn't seem to look for the secure message system therein.

Yes, I have updated my post with an apology to you.
I came into this world with nothing and I've got most of it left.
