Neighbour issues

Not sure if this is the Correct forum, but I will continue. My wife and I are having neighbour issues. Context of issue below Briefed up so you dont fall asleep.

We applied to Build a house, they didnt like it, started a petition along the street. out of 30 houses 5 agreed.

We move house around and altered design and changed windows to protect privacy of both parties ( we are 8.5m apart).

Nothing pacified them, so letters went in.

Planning approved.

House built, they contacted enforcement complaining claiming it was in wrong place. Enforcement said its correct.

Multiple complaints to council from them resulting in many visits but noting found against us,  they then started complaining about Officers, Depts, and finally the Council themselves , They raised a complaint with Secretary of State. No action taken, everyone has acted correctly.

Multiple negative interactions over last 3 years always from them to us, we never react and just come out of the way.

We asked for a fence due to the issues , again multiple complaints but fence erected. Peace finally arrives.

Next the start on the Lady next to us who refused to sign their petition ( she is in poor mental health) we supported her issue seemed to go away.

The list goes on and on, but you get the picture.

Finally, every time we walk / drive past or work on the house above fence line, we have multiple members of their family stop what they are doing and just stare at us.

While I’m a patient man, we all have our limits and its beginning to wear a bit thin.Any suggestions, has a threshold passed for use to make a complaint to the Police. Should I just shut up and get on with or pop over there and have it out with them. Previously they wont engage in a positve way to resolve matter.
