Why shouldn’t it? It should only be maintained to a minimum standard not a exceptional standard that protects all vehicles. If you want to drive a Mono about then you take the risks.
Yes, and the minimum standard shouldn't damage vehicles, other wise it isnt fit for purpose. Its really very simple.
If you lived in Africa would you buy a low profile car or a proper off road 4x4?
The roads in the UK are more like Africa now.
I've lived in Africa, I had low profile tyres. I had what was considered low profile but they were actually 50 profile. I had off road cars too. I'm not sure of your point.

You've never driven in Africa, have you?
    South Africa, Tunisia, Morocco.
The SA roads aren’t much worse than UK ones at present.

We've driven extensively through both Morocco and Tunisia - and from Morocco down through Western Sahara, Mauritania, Senegal to the Gambia. Up-river in the Gambia, there were long sections where it was simply impossible to drive on the road, you had to drive alongside it. But that was one of the few tarmacced roads away from the coast. Dirt tended to be better.

The absolute worst roads I've ever driven on were in Europe... Albania.

Having driven around a bit in South America you don’t worry about the pot holes that may burst a tyre but more the ones that can swallow the car whole!  There’s a good reason that SUVs are actually a practical city vehicle.
