Claiming the Help to Buy ISA

I have a help to buy ISA and have saved enough get the full £3000 bonus. I’ve been told that the maximum house price can only be £250,000 as the property is in Oxfordshire. The sellers said they would accept £250,000 for the house and a further £3,000 which I would then pay for further fixtures fittings, eg carpets, curtains, fridge freezer, etc.. Surely this increases the house price? Is it legal and can I still claim bonus as surely this takes the price over threshold?.

I should add that I’m over 40 so I can’t move to a LISA, plus I want to buy the house this year and can’t wait for 12 months.0

This could work, depending on exactly how the additional sum is charged, and whether your conveyancer is willing to go along with it.
