    Dear @KeithP and other helpful forumites,
    I have now received a "letter before claim" which says I owe money to them! Also, attached with the letter was a 'Reply Form'. Wondering if I have to fill the form to say I don't owe then any debt and return it to them? I have attached the form for your reference.

    No you don't complete the form. 

    Doesn't the NEWBIES FAQ sticky, second post, cover this in describing how to deal with a LBC?  I know a huge amount of work has been put into that to save having to repeat the standard advice whenever a LBC is received.

    The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms.  Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.

    You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

    You do not need to register to comment on the enforcement framework which can be found here. It has a link on page 5 to make comments.

    At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.  

    And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.

    Please be heard.  You can bet the hundreds of PPCs will be commenting.

    Indeed, most of that is a waste of time, more research is needed imo.

    I have been trying to find the landlord details of the Newhall Walk carpark since then but had no luck.

    Earlier this week I received a 'Notification of Instruction' from ELMS Legal asking me to pay £160. I wrote back to them asking to share the contract between the landlord and Excel Parking. They replied back with a 'Contract Statement of Authority' stating that the landowner is Railway Pension Nominees Ltd c/o JLL and the site operator is Excel Parking. As this isn't a copy of the full contract I questioned them again for a full contract or contact details of the landlord and they replied back mentioning that they cannot share the information as it is "commercially sensitive".

    I am going to write to someone at 
    Railway Pension Nominees Ltd (with the details from company house) and see if they can be of any help.

    JLL is Jones Lang LaSalle. They manage a large number of multi-outlet retail parks around the country. They are pretty helpful in getting parking charges cancelled. 


    If you can get the forum search engine to play nicely for you, do a search on the name and check if there is a company individual who has previously been involved, then contact him/her and ask them to help out.
