Do you think that you may have parked on a different part of the car park?
There is often a lack of demarcation between different operators. I just took a look at the car park online and I did not see any Excel signs. The Google map was 2018 have Excel taken over?

Excel look like they are now operating on that car park and there have been some issues. Look at the reviews.

But isn't the Newhall Walk car park different to the Gracechurch Centre car park? Although the Newhall Walk car park does seem to be on Queen Street, whereas the Gracechurch Centre car park entrance is off Brassington Avenue.
I don't know the area at all. Perhaps the OP can confirm which car park was used?2 -

Ah, so your car wasn't in a Gracechurch Centre car park, and it appears your car wasn't in a car park called Queen Street car park, but instead your car was parked in Newhall Walk car park.

Update since last:
- Had a chat with Weemaggie (forumite); apparently their case was different from mine and the PCN was written off.
- Contacted one of the ward councillors in midlands, who didn't seem to have a clue on how to deal with it and suggested me to let the case got to the court and the parking company wouldn't turn up!
