He is new owner of nearly two years, though I have been there ten years plus. ( I realise that wont count) i have been contracted for 20 hours and doing that.0

Under the furlough scheme an employer can employ others to carry out the work that the furloughed employee would usually do. Also, individuals who have been furloughed are allowed to get second jobs with another employer.
If your issue is that these others are being paid off the books/cash in hand then tell HMRC via https://www.tax.service.gov.uk/shortforms/form/TEH_IRF0 -
