Vodafone & Lowell CCJ

It came to light end of last year (Nov 19) that my husband had a CCJ for a Vodafone for just over £3k. We paid it immediately soon as we realised. 
He had a phone contract with Vodafone but cancelled in March/April 2016. It was due to renew the contract but the bills were never correct the final few months. He contacted them and cancelled so thought was the end of it and started a new contract with Three. 

The CCJ was in January 2019. We recently requested further information as it is affecting his credit rating. The amount owed to Vodafone was £1900 plus £600 cancellation fees and the rest was costs for Lowell Solicitors.  They say the contract defaulted in October 2017. So he went 18 months with no contact from them before it was defaulted. Surely the phone would have been cut off by then?
Also it works out the phone contract would have been £110 a month!! That is a crazy amount as we pay £15 per month sim only now.  He was in the army so never received any letters etc.  I have recently seen in 2016 Vodafone was issuing bills for incorrect amounts. 
Is it too late to go to the Ombudsman as theres no way his bills were this much? Also what the chances of getting the CCJ set aside? It's affecting his credit and reducing chance if we want to get a mortgage in the near future. 

I'd be grateful for any advice.

    Virtually zero chance of getting an 18 month old CCJ set aside. The ombudman probably won't touch anything that's already been decided at court.
