Parking Eye - Two Saints Retail Park Ormskirk (again!)

There has been a few of these over the years.... I'm looking for up to date advice of where to start (I've read the newbies section + searched out some of the previous posts + had a look at the grace periods on the current BPA code of practice 2020)

The facts:
Arrival: 19:05:01
Departure: 20:16:33
1hr free parking, overstay 11mins 32 seconds.
I shopped in Aldi, did a fair bit of shopping (weekly coviid19 shop for a family 4, complete with social distancing etc etc) spent £76
A couple of things Aldi did not have so I decided to pop across to Morrisons (as you can't get out of the one carpark and into the other due to no RH turn), spent a £8 on odd items all over the shop. came back to the car and given no kids + wife and I'd just been told 2 hours earlier by my boss that after 4 months of furlough I was up for redundancy, sent a message to a make at work, and got a call from my wife wondering where I was.   I am have been on antidepressants for years and was a bit shell shocked as this is the first time I've been made redundant or laid off since started working in 97.   stupidly took a moment to send a whatsapp message.... and left, not having a second thought over the parking (other things on my mind).
Council car parking charges in Ormskirk has been suspended until September I believe.
Parking Charge Notice landed, for the amount of £100, discounted to £60, letter only landed yesterday (its taken a while to arrive).

I would really not like to part with £60 or £100, I'd also not like a lot of stress for such a minor transgression..... I mean the car park was not being utilised that much at 7-8pm on a weekday night.
I haven't spoken to or made contact with anyone and not declared who was the driver etc.
Going to try to find the landowner but not sure how (yet) [just starting out] to appeal to their "reasonable" nature.

I've had a look at this generic template and not a lot is really applicable as I wasn't badly parked, just overstayed.... (I don't want to say something that I later end up defending in court if it gets that far that I don't believe..... not a very good liar)

    Did you miss plan A ???

    Email the CEO of Aldi , mention that covid is causing delays due to queuing issues but government guidelines must be followed , so parking times should be adjusted accordingly , no blabbing about who was driving , add the PCN reference , add a copy of it and an email address to reply

    Have you complained to Aldi?  With a spend there (show them copies of receipt) they will cancel your ticket. Get to see the manager or if that doesn't work, contact their HQ parking department. Make no reference to shopping elsewhere, no one knows about that (if you discount a public forum which potentially millions read!).

    PE's signs leave a lot to be desired and many judges have rruled that they are unfair, read this.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
