It is possible to do a 3 day trip (travellers who are excempt from quarantine) and again the airlines have no responsibility to check entry clearance at time of booking. That is down to the traveller. No different to visas. Anyone can buy any ticket to anywhere, border Control and entry clearance and quarantine are not part of your airfare.2

You can go and return in 3 days. You do not need to stay for 14 days.
But you won\t be able to go anywhere for these 3 days apart from travelling to where you are staying and back to the airport.
