Mobile charges from U.K. to EU
I’ve just discovered that calls made FROM the U.K. to EU countries are chargeable (at least with EE), but not chargeable TO the U.K. from EU countries. I thought that the status quo was to remain until at least 31 December 2020 or until Brexit was a done deal. Can anyone tell me when the regulations changed please?

You are confused, they were always chargeable. Its when your roaming in EU they are not.2
