It is completely wrong to say that ABTA always sides with their members, they have repeatedly reminded companies that where holidays cannot go ahead the customer must be offered a refund. I agree that as you used a card to pay, a chargeback for the full amount on the basis of their refusal to refund is the way to go but every travel agent at the moment appears to be suggesting people pay by direct debit, which of course prevents you making a claim against a card. For those in a similar situation, ABTA arbitration would certainly be the way to go and I cannot see any defence to such a claim

Thanks Alan. Maybe I was a bit harsh and should give them the benefit of the doubt. I have submitted my claim so I will see what they say.

I am 99% sure that we are covered by the Package Travel Regulations, but unfortunately Lastminute are choosing to deny all knowledge of these regs. Who would be the body that enforces and upholds the regulations? They must be my next port of call.

British Airways Holidays are not suggesting anyone pays by direct debit.
Indeed you only have to pay a small deposit with the balance due three weeks before travel.
Credit Card/ Debit Card / BA vouchers they take the lot and have an Industry Leading Package with regard to refunds at the moment.

OP you say you sent a complaint to CMA, what would you like them to do ? Is that the Competition and Markets Authority ?
Your insurance is useless in the current situation but when you bought the policy it was perfectly fine.
