I'm definitely correct.  I can state that confidently as I'm actually looking at a live claim with an AP date of 4th August where the Report Income and Expenses to-do for the period 5th July to 4th August is present.

I can see a number of claims with an AP of 4th August where the to-do is present.

    2.1 When to report
You must report your self-employed earnings on the last day of each assessment period, even if you have no income.
A ‘Report your income and expenses to-do’ will be posted on your Universal Credit account on the last day of each assessment period. You will also be sent a message via your preferred method of contact to remind you to report.
If you have no income in an assessment period you must report ‘no’ when asked if you have self-employed earnings.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

Checked today and was told that the report income & expenses to-do is added at around 11:58pm on the assessment end day.
Have never seen them earlier than this.  I will take the word of The Shape that they appear earlier than this.  Never seen it personally.
The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.
