It's an invoice , it is not a fine
Yes it's a valid ticket due to the vehicle being on private property and bilking (not paying the tariff on the signage , they don't offer a free service and the cost is usually very small)

In this totally unregulated industry, everything is a 'valid ticket' - what ever that means.
It certainly means that you need to fight against it.

Almost every private car park anyone drives into now is a bear trap, with a private parking firm hiding behind obscure ANPR cameras to capture entry and departure, with more and more requirements placed on the motorist in order to simply avoid a £100 penalty.But why did you think it okay to wait on that piece of private land so your partner could go shopping? It doesn't make sense when, especially, local authorities are relaxing much of their enforcement in council car parks, and even on single and double yellow lines.Gone are the days of drive anywhere, park anywhere, get away with anything, carefree motoring. It is not a fine, it is an invoice from an ex-clamper to compensate them for the alleged harm they suffered when you did what you did. We call it a scam. Pay them not a penny unless a judge so orders it.
Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
