After a contract ends

Need some advice, my daughter has her broadband service with talk talk, she has now finished her 18 month contract & was going to change providers, talk talk told her that she will have to pay a cancellation fee, I thought once you finished a contract you didn't have to pay a cancellation fee?

    The contract doesn't finish, otherwise the broadband would stop working, the minimum term finishes. There is still a notice period.
