    It's a fairly standard turn-around time for somebody to reply to post.

    Think about what happens if it arrives the day after they've gone on holiday for two or three weeks...

    I know someone who sent off a paper change of owner early July, still not got it back !

    My reading of your post indicates that the space isn't "on street" so it should be fine. If the space is "on street", then you can't use it as a SORN location.

    So long as it is not "a road which is repairable at public expense" (it doesn't sound like it is) then tax is not required.
