I think it would be helpful to keep track of which airlines are offering vouchers, etc. to customers who can't / don't want to travel to Spain in the coming days now, and which ones are sticking to a policy of "if the plane is going, we're taking your money". Please report your experiences here and I'll update the list.
Note that this is just about people who have bought separate flight tickets. Package holidays / bookings through travel agents are covered by separate rules, protections, etc.

Offering vouchers, refunds or genuine flexibility
  • EasyJet
  • Jet2
  • British Airways (offering future travel voucher)
Some flexibility offered which may be useful dependent on circumstances
  • WizzAir - Allows cancellation minus a €60 fee (€80 if less than 14 days to go) or flight change for €30 fee (€45 if less than 14 days to go)
  • Iberia Express - Bookings before 28 May can request a voucher. Bookings after 28 May can make one change of dates or destination.
  • Iberia - Same as IB Express
Appear to be refusing vouchers or other flexibility (or only with prohibitively large fees)
  • Vueling - "FlexFly" allows ONE change of dates only and no destination change - useless as you don't know when it will be ok to fly.
  • Ryanair

???
  • TUI
  • Norwegian

Quite sure Easyjet will let you change flights online as well.

Ryanair has been a shocking airline for decades. Price determines customer sentiment unfortunately.
  • I sometimes think customers want it all their own way.

They will BUT for those of use due to fly within the next 14 days, they appear to be charging for the privilege.

Depending on when you booked the BA Flights there is also some flexibility.
I have a Holiday booked with BA and there is a three week cut off from before departure for recent bookings or normal T&C's apply.
Luckily as mine is a package I'm just waiting for notification it has been cancelled.

I don't understand the 'hate' towards airlines who won't refund due to the quarantine restrictions - at the end of the day, the flight is still going, you can still go and any issues on return aren't the concern of the airline.

    Exactly.

Getting really tired of the increasingly pervasive "it should never be my problem, someone else should always be the one to have to pick up the bill" attitude that people seem to have nowadays.

The FCO advice is against travel to mainland Spain, this invalidates almost every insurance policy going and therefore means travel is irresponsible at the present time. The vast majority of us, myself included are simply trying to defer our travel until such time as it's a more reasonable option.

Refundable/flexible ticket options are available when making ones own arrangements.
