Insurance Product when FCO advise against all but essential travel

I have just been found Travel Insurance to Spain via Campbell Irvine Insurance despite the FCO advice.

https://www.campbellirvinedirect.com/CIDirect/   Look under Further Information/ Travel Against FCO Advice/ then on 3rd line from bottom "Please click here to download an application". Fill out the Specialist Travel Insurance Application Form and return via email.

The main exclusions are "Please note however, that whilst the policy provides cover for the reasons for which the Foreign Office are advising against travel (other than for claims in relation to Coronavirus which is specifically excluded)  it would not extend to include cancellation cover should you wish not to travel in the event that the situation deteriorates nor would there be cover for any non-medical evacuation."

Alternatively it was just reported in El Pais (Spainish National Newspaper) that

"the regional government of the Canary Islands has announced that it will cover all coronavirus-related costs of visitors to the archipelago who contract the disease, regardless of whether they are Spaniards or citizens of other countries", including medical repatraition.

Anyone can get treatment in E.U. with EHIC card for the time being so that’s ok. It was the repatriation that was worrying. Both people I spoke to said they would NOT get us home again due to COVID-19. He said that we would be treated, we would anyway, but they would not repatriate. Had my phone on speaker in the office as everyone was interested and we all heard him say this.
