I called up again and as my wife has had a deferral of her Pension over an extended period they cannot take the application over the phone.

    How very odd considering  https://www.gov.uk/deferring-state-pension/how-to-claim-a-deferred-state-pension
If you have deferred for more than a year, you need to call the Pension Service to claim.

However, you and your wife are making progress in so far as (presumably) you have now been told how to proceed.

Don't forget to read  https://www.litrg.org.uk/tax-guides/pensioners/what-state-pension-deferral under

What will I get when I claim my deferred state pension?

If you reached state pension age before 6 April 2016

On the form there was no option on whether you want the Lump Sum or increased pension - I assume it will be explained when we receive a response.
Yes it is odd, but if two staff have said the same thing then the website needs updating.

We have just received a letter saying when would we like the Pension to start as we did not indicate the date we wish to claim the Pension.
It can either be on 3/8/2020 or one year backdated or 4 months postdated.
On the form I completed the date we wanted it to start as the day my wife turned 60  - I assume this was wrong?

That is wrong.  They are asking when your wife wants to start receiving the regular pension payment.  The lump sum or increased pension is a different matter.  That will be based on the time from when it was due to be paid to when she starts to receive it.
