NTC (Norwich Traffic Control) Parking Ticket - Help Please

Hi guys, 
I'm new on here but really hoping to get some help.
I got a parking ticket from NTC on 21/7/20 at The Blueberry Music House (Pub) in Norwich car park.
My barber told me it's ok to park there as the pub's been shut for a while and I have done so for the last year or so without any issues. As you can imagine, this parking ticket was a surprise.
Reason for issue is "Unauthorised Parking" - £60 if paid within 14 days or £100 otherwise - apparently there was signage with a notice of the charge.
I am obviously going to appeal this as I'm not getting conned by a private parking company (which has happened to me before) but I just wanted to understand the best way to go about this as, having read various threads on here, I believe it's best to do it as keeper rather than driver of the vehicle? 
Any help would be greatly appreciated, thanks in advance!

    If this PPC has recently turned up at this location where you say the pub has been shut for a while, you urgently need to find out who the landowner is. It's not unknown for PPCs to find some desolate land, then set up shop there. Some detective work for you to find out whether any landowner has authorised their involvement. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    No appeal will work v NTC but it looks better for the keeper to appeal, later when you win in court.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    In addition to all of the above, tell the driver not to park on private land without permission.

  • Thanks for your help and sorry for the late reply.

    I have followed all the steps and appealed via the NTC appeals website using the blue template in the newbies thread. However, only part of it was applicable to my case as it was unauthorised parking without any overstay or payment meters etc. NTC have also provided photographic evidence of the sign and my car in the car park.

    I haven't been able to find out who the landowner is but I have emailed my local MP complaining about this, hopefully this will help whilst I'm waiting for my appeal rejection to come through.

    I just wanted to double check - does the fact that NTC provided photographic evidence of my vehicle in the car park and a close up of the sign etc jeopardise my chances of winning an appeal any way?

    The address of the pub is 20 Cowgate, Norwich, Norfolk, NR3 1SY and a sale of the property took place in February this year. See HERE. Not found any details of purchaser.
    From GSV you can just about make out NTC parking notices on the building but that was in 2018. Question is, have NTC got a new contract with the new owner or are they trying it on with an old contract from the previous owner?

    The most recent Business Rates listing I could find was for May last year and was showing the previous owners as liable.


  • You can't win an appeal!  This is an IPC firm.  You just ignore them unless they try a court claim. We win 99% of them.
    That's great, thank you. I will wait to see what happens and ignore them for the time being. If they try a court claim - would I receive a letter from the court as a notification of this?
