No bailiffs or debt collectors will turn up , not without it going to court first , which hasn't happened yet
It's not a fine either , it's an invoice , a PCN , nothing more than a demand for money
Read the newbies FAQ sticky thread near the top of the forum
Follow plan A , complain like mad to the stores , the retail park , the landowner , plus to your local MP as well , try for a cancellation asap first
Use the blue text template from the newbies FAQ sticky thread , appeal as keeper using the blue text template to ukpc , do not reveal who was driving , not to anyone at all , use the word WE , never use the word I3 -
Post up a redacted copy of the letter you have received from UKPC please. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Also I don’t quite get why it was caught on 17TH June the day we visited but then the parking charge date was 23RD June0

Ukpc have 14 days under the law named POFA to issue a postal invoice to the keeper , so they did so in half that time2

Today's letter is the reminder letter , not the first letter
They say they issued one a month ago , even if you did not receive it , doesn't mean that they lied
Assuming they did issue letter 1 a month ago , that one complied with POFA , although you state it was not received , so a difference of opinion that you cannot prove or disprove
You cannot say that they lied because you have no proof , all you can say is that it was not posted through your letterbox. You should be careful and not make allegations without concrete proof
Letter 2 that arrived today is their reminder letter , one that you have received3 -
They are saying that you WERE posted a PCN on 23rd June and that this is a reminder.
Personally I would submit a late appeal online as keeper, NOT using the template so as not to tip them off, just saying:
''I wish to appeal as the first letter I received was received today, Saturday 25th July, and whilst it says a PCN was issued in June this was not the case. I understand that I can appeal to POPLA, given your letter in July has been the first notice, so please allow me to do that and attach your evidence of a breach. I believe the driver was accompanied by two disabled children and needed more time due to their needs and COVID_19 shop queueing/distancing rules and would appreciate the chance to appeal to POPLA.''
NO TICKING DRIVER IN THE DROPDOWN MENU.
Come back when you get a rejection letter.
DO NOT repeat the above weak appeal to POPLA. It is a deliberate tactic.
DO ALSO COMPLAIN TO THE RETAIL PARK MANAGERS (GOOGLE THE PLACE) TO CANCEL IT EASILY IN TWO SECONDS FLAT, WHICH OF COURSE, THEY CAN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
