From the little you have left showing, it looks to me that they did get the keeper's details from the DVLA - via ZZPS, who are BPA AOS members, as REDX explained.3

They are alowed to do that, as long as the data came from the DVLA, which it did.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
