You mention you know of flats where they have been removed have you considered knocking on their door and asking them?
I would be amazed if there is anything behind them given their location and size , it's hardly a deal breaker it's not hard to move pipes or cables nor is it expensive

It isn't? That's good to know! I thought it might be very hard, hence why they haven't done it. Turns out, the owners have never lived there and so didn't care...

Are they on either side of the same wall? Can you see what’s outside or underneath where they are? They might be to accommodate something structural especially if some neighbouring flats have them.

They aren't either side if the same wall.
