Why assume anything? We don't know what nationality the OP's partner is, or what country she is living in. If she is eligible to vote, she should register where she is living. If she is not eligible to vote, she cannot register.
We do know that the OP is not an expert on Electoral Law, so I wouldn't assume any relevant knowledge on his part. Therefore I have added to the partial answer that MinuteNoodles gave.1 -
