Its the OP that is asking to register?  So 18yrs in England, sensible? 16yrs in Scotland, perhaps not so sensible?

The OP is asking to register his partner. Not himself. He cannot do that.

Why assume anything? We don't know what nationality the OP's partner is, or what country she is living in.  If she is eligible to vote, she should register where she is living. If she is not eligible to vote, she cannot register.

We do know that the OP is not an expert on Electoral Law, so I wouldn't assume any relevant knowledge on his part. Therefore I have added to the partial answer that MinuteNoodles gave.

But it really isn't something that you can work out for yourself. It's a question of understanding what the rules are.
