I think they mean the cash in hand part, the difference is they are knowingly breaking the rules where as your friend is not.1

What does your friend want to happen? She is working her usual hours and getting her usual pay, so she is getting exactly what she is due. It does not sound as if she has any proof of anything other than a vague suspicion. I would want to be very sure I was right if I was going to formally make an accusation like that.2

Or is your "friend" just annoyed because he/she had to return to work, rather than stay at home on full pay...

Not at all! Either way if there's no way of finding out if he's claiming furlough for her while she's now back to work then don't worry.
