Ground Level Supplier on behalf of Wowcher

Ordered a shed from Wowcher who unfortunately uses this dire company as its supplier.
Called Wowcher on 18th June to amend order due to the government allowing house moves and we were to be moving before the product was delivered.
Wowcher advised to contact Groundlevel directly - called them to be greeted with office closed due to Covid19 etc.. working from home, we will contact you within 72 working hours.
Yes that’s right no contact - further 4 emails sent and no contact until I advised I would be contacting Trading Standards.
Now this is the fun bit because this company haven’t got a scooby about Consumer Rights and having read hundreds of on line complaints it’s not surprising their Customer Service is lacking in professionalism.
Rather rude and unapologetic human called me yesterday to advise goods had been received and it wasn’t their problem. Then followed it up with an email to Wowcher advising do not refund.
Luckily she has sent me a copy of the delivery note which clearly shows that they or their courier XDP fraudulently signed my name (Evidence).
Popped to the old house yesterday and no goods had been delivered and no card left.
They have emailed me today as I now have Citizens Advice involved (they think I’m a bit thick you see) and through their spelling errors and poor grammar advised that a governing body would not converse with regards to any other information this is against the law due to data protection.
They probably think I’m going to go away quietly however knowing all about GDPR and consumer rights they will not be getting out of this.
So with the support of Citizens Advice, copies of emails and fraudulent delivery notification.. we will see how this ends shall we Linda?
They also used to run (they being Linda and Peter Greet) Sky Wholesale Limited which only lasted 2 years before they closed up..

Unless Wowcher have changed they don't sell you a shed… they sell you a voucher that can be used to redeem for something (eg a shed) with a specific retailer (eg Groundlevel). This is a very intentional break in the supply chain which also makes dealing with issues more complex.
So the crux of this is a dispute over the delivery of an item from a redeemed Wowcher voucher with a potentially forged signature. Does the signature look like a name? Is it your name? It sounds like you were having it delivered to somewhere you don't live so does someone else live there who could of signed it? Maybe a neighbour? I've had more than one item "delivered to resident" which has actually gone to our neighbour.
I am unclear on the GDPR bit though... it sounds like CAB contacted the company on your behalf and they wouldn't engage with them because of not having your explicit authority to do so? If that is the case then the company was entirely right. CAB isn't a governing body and there are no special provisions for it under GDPR... even the police cannot just phone up and ask for information but have to send a specific data protection release form.
I am guessing you wanted to vent your spleen more than actually ask a question or for advice. Hope you get the issue sorted but voucher sites make things a nightmare (even more than PayPal) and so have to have exceptional deals for me to consider using them at all.
