Humping can be  due to excitement as when playing  . I can assure you neutering does not stop that. I have had neutered dogs and btches that humped other dogs.
You need to  sort the behaviour by interruption/distraction when it occurs. Don't shout just quietly intervene with an utterance such as 'uh,uh'  and remove him . Distract him by offering him a toy or other game , in the manner of do this instead, so he doesn't go straight back to doing it again.

Are they really attacking?  Or is your sister overreacting to over excitable dog greetings?  Only because 3 separate attacks in 3 months seems highly unlikely.  I've had dogs all my life and none of them have ever been attacked by other dogs.  I'm not saying it doesn't happen but its not this common!
Mine got attacked twice by different dogs (him on lead, them not) within the space of about 100 yards and a couple of minutes a while back. It happens.

"It's because yours is on a lead, he's fine with off lead dogs."
To which I reply "if you won't get yours under control right now, mine won't be on the lead for much longer and I'm pretty sure I know which dog will come off worst. And it won't be mine".
I wouldn't do it but he's a bull terrier. They tend not to hang around to find out.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Maybe I'm thinking of something different when I think of the word 'attack' because to me it isn't something that would be conducive to rational conversation like that.  The only time I've seen a genuine dog fight was between one of mine and a family member's and nobody was wasting time talking!

It's not rational  - the first one I was yelling at him to get his effing dog under control.
It's not excited play it's running at mine growling and snapping and drawing blood. If my dog wasn't such a wuss it would turn into a full on dog fight, The only reason it hasn't so far is that he just doesn't ever retaliate, even to defend himself.

    Fair enough.
  • Pour thing, it is like is defending himself. I would definitely suggest castration, it will make him calmer. But you also need to work on his socialization. Consider dog trainer for a strat just to get some tips,
