Parking Charge Notice


I'm hoping someone with a lot more knowledge than me in the field of private parking tickets can help here.
I parked my car in an area last Friday and stayed in the car or standing by the car for about 5 minutes before driving away. I've received a Notification of Parking Charge to Keeper in the post and it has 2 photos. 1 photo is a small one where I would have been sat in the car with the engine running, the other is with the engine running and a friend putting his bag in the car.
Also I noticed the signs for parking were being changed by some workmen during the 5 mins of my car being stationary in the spot.
The company is Parking Control Management (UK) Ltd who are a member of the IPC.
I have read the advice on what to do here but I wondered if the fact that I was in the car with the engine running would change the way I treat this Parking Charge Notice.
Of course all advice from you knowledgeable bunch is hugely welcomed!

Also I noticed the signs for parking were being changed by some workmen during the 5 mins of my car being stationary in the spot.Do you have dashcam proof? If not, go and get some new photos to prove the signs changed.
Was this at a residential site where the resident shouls be complaining to the Managing Agents who contracted PCM? Do that first.
The try an appeal as driver - yep - (NOT THE TEMPLATE APPEAL IN THIS CASE) and then an IAS appeal - because it's PCM and because you will have evidence of the changing signs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No Dashcam proof sadlyNot sure if the new signs are the ones that they would have done me for. Don't know what the change was, it might have been the parking company changing. Not a residential site no (as far as I'm aware). It was outside of Hayes and Harlington station opposite a Tesco express here: !!!!!!/38KvD9I
Also worth noting the NTK was sent to my girlfriend (who owns the car) yet I was the one driving and the photo is of my friend. Not sure if that also changes anything?!0 -
Oh, a well known scam site. No-one pays.
Your gf the keeper, should now try the appeal I suggested, but saying that she was not the driver and the car didn't actually park, and that boarding/alighting of a passenger with the engine running is not parking.
And get photos ready for the IAS appeal to show any signage changes - but no paying even if IAS is lost. Nine times out of ten these tickets are scams, so consider complaining to your M,P., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I have been to take pictures of the new signage put up by the workmen which was going on whilst the driver was sitting in the car collecting a passenger for 5 minutes, there are even evidence pictures provided with the workmen changing the signage in the background.
The new signage is uploaded here (dropbox.com/sh/0667592vzqq7yoy/AAAPDb1S4LF2G4q5e_MFlsQka?dl=0) along with the 'postal notification of parking charge to keeper' with all necessary details blanked out.
Given the driver was clearly in a marked bay per the photographic evidence and the time stamp on the evidence is all within 1 minute and that the driver was stationary for no longer than 5 minutes I do not see where the contravention occurs.
What is the best course of action to take here now there is limited evidence of any contravention? Should the keeper even acknowledge?1 -
How clever they must think they are, using double yellows which are NOT for a no stopping zone, yet putting up no stopping signs and pretending a contract has been formed. This sort of crap is like the scam operated by UKCPS at Piccadilly Manchester (and that other one by ES Parking or is it Euro Parking Services also in Manchester).
This is worse than clamping used to be and needs to be stopped.

Double yellows do not and never do indicate, on a real road, "no stopping". Thats double RED lines.
If they want to change the meaning of DYL, theyre free to do so - but they would have to make it so insanely obvious, well before you get to the area etc, that the signs would have to be 10 feet high and wide.2 -
Hi, need an advice for a Parking Charge Notice, which is probably already answered in many ways before.
I am an IT Mobile Engineer, who visits homeworkers of some financial establishments. When I visited a homeworker at their residence, apparently my "car" (not a van) has been clocked , taken photos of and a Parking Charge Notice has been issued. This has apparently done by an enforcement on foot officer of this company, CPM - Uk Car Park Management. The strangeness about this is, yes I've been there, but the notice shows the time as TWO hours after I left there. So, there is a clerical mistake in there. We do have pictures with our mobiles, get a form signed by the customer etc. When it comes to proving that they have got the wrong time, I can't show these photos or the signed form with that confidential data on them. How do I go about this? Thank you all who replies for your valuable advice.0
