I haven't looked back but is there a counterclaim then?   DQs only go to local courts where there's a counterclaim.
    No mention of a counterclaim.

My guess is that the court has lost the Defendant's original DQ.

Except if they have lost it, how do they know it is Sheffield or did they lose it after the process at Sheffield had started?  Whichever, submitting it again won't hurt.

Well I am glad it wasn't just me who was a little bemused by this letter :)
My son rang the court today and spoke to a helpful lady. She said that she could see a DQ had been sent in and was also a little confused as to why the letter had been sent! Anyway she said he could ignore the letter and didn't need to send in another one. He took her name and made a note of the conversation just in case!
Oh and just to rub salt in the wounds he has today received a pack from his flats management company saying they are instigating permit control for the flats parking. Yes you've guessed it, monitored by VCS :/

He needs to cut them off at the pass by asking when they (the management company) carried out the consultation followed by a vote of the residents/owners and what is the result of the vote - did more than 75% agree and less than 10% disagree.  If this is not the case, then VCS cannot be appointed.

So he (or if he is a tenant, his landlord leaseholder) stops that right now, or refuses to accept it:

AND HE DOES THAT RIGHT NOW.

Thanks for all your comments even though it is off topic. He owns his flat and has his own assigned parking bay. There has been no consultation. This is a a new Management company who took it over in July. He came back from holiday to find the letter with the permits enclosed saying it starts on 1st September.
