I can see that there are many old posts about BW legal but i wonder if someone can help.
i received £160 parking fine but i dont know if i need to pay it / if its enforceable 
could any one offer some advice please?

    Yes, I can.  Please read the NEWBIE sticky (now called an announcement with a red label) on the first page of the forum, it takes you through PCN, appeal to teh PPC, to POPLA and a court hearing if required.  If, having read it you have a specific question, please feel free to ask it and you will receive help.  But, help us to help you by giving a few clues.  The parking company,where it occurred (retail areas/hotel/restaurant/Multi-Storey/hospital/other), some idea of the timeline and what you have received.

    It's enforceable if they win in court , but the PPC would have to proceed

    Read post 4 about debt collectors and post 2 about LBC letters and court claims

    Name the parking company and location etc as asked for above

    it happened at a beach car park, to be honest because of COVID i didnt think we had to pay and touch the machine.
    The parking company is  Premier Parking Solutions.
    it happened on 20th May.

    I read online to send this via an email. 

    I dispute your 'parking charge', as the keeper of the vehicle.  I have received no parking fine notice from Premier Parking solutions, the BW legal letter is the first indication of any office, the date listed was 20th May however the first indication of the offence is this letter 3rd July, I have had no option to pay any offence earlier at a discounted rate and therefore also dispute £60 recovery costs.

    here will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

    If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

    If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

     Then they sent a s*ity one back saying DVLA had to registered at a previous address so rough pay it or seek legal advice.. along those lines.

    To summarise, you have received a PCN, appealed it and been rejected, since Premier Parking Solutions are an IPC member, there will be no POPLA appeal, what have you received from BW Legal, a debt collecting letter or a proper letter before/of claim?

    Did the letter before claim (LBC) give you 30 days to pay, include financial forms (which you don't fill in) and include full details of the claim and their case?  You should not just pay it, you should be prepared (if it is a proper LBC) to receive formal court papers and, in the meantime, start researching for your defence.

    the letter doesnt mention 30 days to pay, it gives details on my car date of offence.
    Its says they are adding £60 on the cost for debt recovery and that they can offer a pre-approved £15 pound payment because of covid
