Help with ongoing PCN

I will try and be brief.. I have read through a lot of the FAQ and other posts but need a bit of help from where I am now.
I have a hire car and received a PCN back in February. The PCN was dated December 2019, so I presume the company had gone to my hire company and they had forwarded the details, even though it had taken 3 months to contact me! 
I didn't receive any kind of documentation with the PCN, just letters, which I ignored for a while.
Eventually, I received a letter from Debt Recovery Plus around April time, who everybody on here says to ignore.
At this point I copied one of the letters in your FAQ and sent it to the appeals team of the parking firm. I pointed out that they had forfeited their right to keeper liability due to not sending any documentation when they sent their PCN and that they either cancel it or send me a POPLA reference.

Whilst I waited for a response, I received another letter from DRP which I ignored and eventually today, I have received a response!! (Nearly 3 months later).
They are saying they are no longer able to deal with the case as it has been passed to DRP??

So, now I don't know what to do? Do I contact DRP? Do I go back to the parking firm? Do I just ignore everything?

The original ticket was for overstaying by 6 minutes in a KFC car park, I have tried KFC, they were useless. At no point have I identified the person driving.

Any help appreciated!

    What is the name of the PPC please? Complain to the BPA or IPC depending which ATA they belong to about lack of Grace Periods in breach of the CoP

    Complain to the DVLA that the scammers have failed to comply with their ATA's CoP.

    As long as you made an initial appeal to the parking scammers and you have proof they received it, continue to wait. Ignore DRP and any other debt collectors that might contact you.

    What happened when you complained to the landowner?

    Have you complained to your MP yet?

    Ignore DRP. Thats obvious from the newbies thread. 
    I would ignore unles syou get a lBA or a claim form. 
    Easiest thing ever to win.

    The PPC is Premier Park Ltd.
    I didn't really get chance to appeal as the fine had already gone up when I received my first letter!! Also, from what I read, it is best not to appeal until the correct amount of time has passed in order for them to forfeit not sending me the hirer documents?
    So the appeal time had passed, then I sent the letter stating no documents had been received.

    I have only sent a letter to the parking firm. I tried contact KFC customer support and they were completely useless.

    Who do I complain to first? If anyone :)

    It is not a fine, it is an invoice from an ex-clamper to compensate them for the alleged harm they suffered when you did what you did. We call it a scam. Pay them not a penny unless a judge so orders it.


    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 


    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Complain to the landowner. KFC often dont own their own car parks, esp if its a retail one. 
    You were supposed to wait 21 days and get teh appeal in before their deadline ran out.

    So do I keep ignoring DRP and wait until it gets passed back to the parking firm?
    I have already told them they have forfeited their right due to not sending me any hire documents in the appropriate time. Surely they wouldn't try and take me to court knowing that....!?

    Do I send another letter to the parking firm explaining I will be ignoring any debt correspondence and that they should cancel the parking charge?

    Surely you know by now that these parking companies will try anything and everything to extract money from you.

    If that means sending you threatening letters - they will do it.

    If it means threatening court action - they will do it.

    If it means going all through the court process in the hope that at some stage you will give in and accede to their demands - they will do it.

    They will even treat a failed court case as a sort of perverted 'loss leader'.

    Complain to KFC and get it cancelled easily.  KFC have been pretty good at cancelling these.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    So I have received another letter, it looks like its from DRP but under the new name of "Zenith Collections"!!
    They really will try anything!!
    It states "notice of intention to commence legal proceedings". Tells me to pay etc blah blah...

    I tried complaining via KFC and they were useless and refused to get the charge cancelled.

    What happens now?
    Do DRP pass this back to premier park? If so, do I resend my letter stating they have forfeited keeper liability due to not sending hirer documents??

    Have you read everything on that Zenith letter? Including the small grey print at bottom right?
    Now you know it is from DRP, rather than just 'looks like'.   :)

    As I said on 13th July...
    Just ignore debt collectors letters.
    Who did you complain to at KFC? the local manager? Head office? Or who?
