    The retailer , the managing agent and the landowner are all liable for reasonable adjustments under the EA 2010 , blue badge or not , jointly and severally liable and should all take steps to cancel the PCN once made aware of their responsibilities to somebody who qualifies under the EA , not everyone who is entitled can get a BB , but clearly having possession of one should result in a cancellation

    If you keep the identity of the driver secret then none of them will know , it's none of their business

    The aim is to get it cancelled by the organ grinder , nip it in the bud

  • We returned to Retail Park armed with paperwork: UKPC Parking Charge Notice; receipts from Retail Park issued yesterday around time of PCN (M&S and Aldi); Disabled Blue Badge (making sure we parked in a normal parking bay so we could take BB with us!); TfL letter confirming Blue Badge discount - as it was the only thing that we could find that listed Blue Badge and car registration together; and the Credit Card that was used for yesterday's purchases so that they could link Blue Badge to Credit Card name if necessary. [By the way we do not live in TfL area but my son has a flat in Central London that we used to visit frequently.]
    The reason I phoned M&S this morning was because I was actually in that shop when the PCN was issued and I spent three times more there than the amount I had spent in Aldi. However, the Aldi receipt was issued only twenty minutes later so I decided to try them first. Went in and asked to speak the the Manager who was, unfortunately, not on duty. Spoke to the Assistant Manager explaining what had happened and showed him the paperwork. He took the PCN and said that they would arrange to cancel it .
    Fingers crossed that they do! Big shout out for Aldi, Guess who will be getting my custom from now on!

    Nice one. Give it a few days for the Aldi instruction to percolate down to UKPC, then check the UKPC website to review the current status of your parking charge. If after a week it is unchanged, an Aldi trip might be indicated!

    Even if it isn't cancelled, you have nothing to worry about north of the border as long as the driver is never identified.

  • Oh dear. I did give the PCN to Aldi to arrange for cancellation  (but I did get the name of the Deputy Manager who said he would deal with it). Should I have kept it? I didn't even copy it first!
    I will go in on Monday to chase it up. If it is eventually cancelled and I hear nothing further, I will email the CEO of Aldi to give a big vote of thanks to their wonderful staff and also email the CEO of M&S to say that I fully understand why their profits are dropping like a stone!

    The Keeper could always send an SAR to the scammers at a later date if they need a copy of the NTK for any reason. However, unless the scammers try to take the keeper to court claiming they were the driver, there is no need to do this.

  • I am retracting my big shout out for Aldi!
    Went back in on Tuesday 14th July with a Thank You Card. Assistant Manager wasn't in but spoke with the Manager. He told me that the Assistant Manager had given me the wrong information and that the store could not do anything about PCNs and he suggested I appeal. I asked for the return of the ticket but he couldn't find it. I left my phone number for the Assistant Manager to phone when next on duty. He duly did but told me the ticket must have been thrown out by 'someone'. 
    Umkomaas was right  - 'Not the best move handing over an original document suggesting you owe a third party money.'
    Stupid me!
