Someone could do a lot of damage with that information.

The NTK looks PoFA complaint to me as it was given within the mandated timeframe, and contains the correct PoFA wording. 
Had you compared the dates and wording line by line with Schedule 4 of the PoFA, you should have been able to work this out for yourself.

This does not mean you will lose.
You already the signage is crap and incapable of forming a contract. Get pics of the entrance, entrance signage, and any signs that are hidden or damaged and unreadable. 
Take pics a car length away to show how unreadable the signs are.

What happened when you complained to the landowner?
Have you complained to your MP yet about this unregulated scam?

Thanks very much for all your replies. From reading it looks like the NTK is POFA compliant. So I'll be taking Fruitcakes advice and sending in the template appeal.
