And I'm pretty sure the dealer won't pay the fine...'consequential loss guv, we're not covered for that'...
Why would anyone even bother test driving, let alone buying a used car without checking the V5C and MOT first?
No free lunch, and no free laptop ;)

I'm always aware of when the MOT is due, maybe that's because I make a note when its due.
Your son needs to learn from the mistake.

In the meantime roll up your sleeves and get back down to the dealer and cause a stink and ask for new MOT and fine paid.  They will of course deny all knowledge but you might feel better.

Wasting of time and money. All it will do is cause stress trying to sort out something that won't get sorted or change the fact that a fine is incoming.

There is a possibility he wont get a fine, they still have to send a letter. My lad got stopped for no MOT and they just told him to get it sorted and admitted they didnt have the time to do the paperwork for just no MOT (local police, not traffic). It had the same effect as a fine as he got the MOT sorted a few days later and left the impression that not 'all police officers are a taxi' (the last bit maybe a bit cryptic for some)

Have they started doing MOT's again, because I MOT'd my car the day before they suspended them.

    They never stopped.

Many individual garages closed, but most have long since re-opened.

The OP's son was told that the car had a "new MOT".  A bit vague.  You would never see that on a written advert for a car.  It will give the month the MOT expires.  The dealer probably new the lad would not ask if the dealer would be more precise about the MOT.

    Yes, and...?

    MOTs never stopped.

You could always get a test, where you could find a garage that was open (many were, for keyworkers), but the extension was in place in recognition of the fact it may have been difficult at the initial depth of lockdown.

Forgive me but how is this in any way relevant to someone who does not have an MOT ?
No MOT means the car must not be driven until it passes
It is really pretty stupid not to check MOT or insurance expiry details as it can be done on line in 60 seconds
I always check a week after MOT or insurance renewal just to be sure
