Get a 15l back pack sprayer.
Mix glyphosate 20ml per litre so 300ml per 15 litres of water. I would also add a bit of wall paper paste as it helps to stick onto plants which have a thick/ waxy outer leaf.
Spray every evening for 3-4 days and within 10-12 days most of your garden will be showing signs of dying out.
Repeat spray process on areas that are still green after the 10-12 days.
Make sure you wear gloves and cover yourself, especially your legs. Old track suit bottoms that you don't wear often or something.1 -

When you demolish the concrete greenhouse you could use some of it to go along side the neighbours fence to retain the soil and save buying the boulders the gardener suggested, also hire a mini digger and drive it yourself, will save you more money.0

Personally I think 8k is a fair price for the job as per pics. It’s a substantial garden. Best way to sense check is to get 2 more quotes from genuine contractors.
You can’t really compare DIY pricing to getting a professional in. Not everyone will have the time or inclination to DIY. Personally, I don’t mind using glycophasphate for here and there but wouldn’t trust myself over such a large area.0
