Thanks for all the help with this one. Just wanted to update:
I emailed and was handed over to a compliance investigations officer at BPA. Apparently, the appeal was unsuccessful because it wasn't issued for a keying error, but because payment wasn't made within 10 minutes. However, as a "gesture of goodwill" they decided to cancel the PCN.
