OP if you decide you or your party are too vulnerable to travel despite being given the go ahead, then it would be an insurance job rather than the a refund from the travel agents, I would say, hoping they have the appropriate insurance in place which is hard to know as most people won't have.

The other issue here is one of disclosure.If you believe that people in your party may be at increased risk, and you travel without disclosing this to the insurance company, and the insurance company get wind of it, then it is likely that any claim (especially one directly related to their increased risk) may be refused.By disclosing the position to the insurer, it gives them the opportunity to decide to cover you cancelling the holiday, and also means that you can show you disclosed the information to them, if you do have to claim.The problem at the moment is communicating with the insurance company.If you feel that it is something you should disclose, I would suggest at least putting it in writing to them ASAP, but ideally try to get somebody on the phone, and record the call.0

You are taking on what you, rightly or wrongly, believe to be an increased risk.If it came to a claim, the travel insurer may argue that, even if the health conditions were disclosed at the beginning of the policy, that doesn't entitle you to risk travelling if you become aware that doing so may have an increased risk.It's always better to over disclose than under disclose in these situations.1
