Expedia refund query

I have a booking for an apartment through Expedia. It is non refundable. The apartment is closed due to coronavirus. Expedia have advised me to cancel and I will be issued a voucher to use in that property at a later dat. My problem is that I have had to still take my holidays from work and will be unlikely to be flying to…

I phoned them and it sounded quite hopeful, they didn’t seem to think it would be a problem. She said she had to pass it on to their offline department. Then I got an email to say I couldn’t have a refund as they were bound by the properties rules(non refundable) and this was there decision (credit note) at this time.
