Indeed Any child of Fred's would have been able to use a fire extinguisher after watching Youtube videos and could have put out the fire!

The garage owed OP compensation. The welder owed the garage compensation. I was hoping the Panda would be good and OP could just drive away in it, which seems to have happened.

For any worries about roadworthinesss, consider taking it to a Council run MOT centre to find out how good it is. You may fail an MOT, but it may stop you driving around in a death-trap.
