    It says that with the introduction of Fixed Penalties for Careless Driving, it also brings into play the consideration of a course for that offence. Officers witnessing alleged CD offences will make a recommendation to the back office for summons or FP. The back office may, based on the officer's reports, offer a course. I don't think the point is worth pawing over too much as I'm sure procedures vary from place to place and it's somewhat detracting from the OP's original question (which is my fault for discussing possible penalties).

    I submitted dashcam footage of a driver overtaking a  significant Q of waiting traffic at a set of lights, and shooting thru the red light
    I received notification the driver had been offered a course 

    I've submitted 3 cases so far 
    results
    1 x driver offered course
    1 x formal warning letter for offence of careless driving to driver
    1 x letter of advice to register keeper

    When you submit a report they do ask you to take down any references to it on social media

    But that was probably a "red light" course, not careless driving. Red light offences are most often caught on camera, not witnessed by police.

    Both are viewed as similarly low-level offences, along with exceeding the speed limit.

    Fixed penalty, where no course is offered, is the same for them all - TS10/CD10/SP30 - 3pt, £100.

    So how do you explain those who get a course for careless driving after an accident. Did the police witness all those accidents?
