PayPal payment to eBay seller on hold

I recently bought an expensive item from a seller on eBay. I carefully checked his feedback and payment options and felt safe that he uses PayPal. I then purchased the item using PayPal and the transaction completed successfully. However, when I contacted the seller about delivery he told me that the payment is on a 24 hour hold and when the payment hold is lifted he will post the item to me.
Anyway, confused why the payment is on hold on his account I contacted PayPal and they told me that it is a security measure. They told me that the payment hold will be lifted from the seller once I receive the item and satisfied with the item. The frustrating thing is that the seller is refusing to post the item to me until the payment hold is lifted. I then contacted the seller that the payment hold will be lifted once I receive the item but I am still awaiting his reply.
My question is if he still refuses will I get that money that PayPal have on hold on the seller account refunded back to me?
Please advise.

    Without proof of delivery your money will be refunded.
    The whole point is to protect buyers.
    If they want to be silly then open a dispute as soon as you can. They simply need to put their tracking data in and once delivered the funds are released. If not you simply message paypal to release the funds after delivery.
  • Thanks for the advise. I got a reply from PayPal telling me that I will get my money refunded if the seller still refuses to send me the item until payment hold is lifted. Obviously, this eBay seller doesn’t know anything about PayPal and seems a bit fishy.
    I will give the seller until tomorrow to reply to me. If he doesn’t then PayPal told me I can open a dispute against merchant to get a full refund. 
  • I’ve just received a reply from the seller telling me that the payment hold has been lifted and the money is in his account now which has got me worried because PayPal told me the payment hold will be released when I receive the item but I haven’t received the item yet the payment hold has been lifted. :(
  • If the seller isn't new to eBay/PayPal, they may have been able to remove the hold just by talking to PayPal over the phone. The hold is there to prevent new sellers from being able to defraud buyers, but it can also kick in when a seller of low value items suddenly sells something high value - or sometimes, where PayPal are unsure of the buyer's identity. I know I wouldn't release goods to a buyer whose payment was on hold, because my business sells high value goods and I'd be concerned about a possible scam on the buyer's side! Don't be too concerned though, you still have the ability to open that case with PayPal if the item you've purchased doesn't turn up or isn't as described. You're still covered by Buyer Protection.

    I have not come across a seller who has managed to have a hold released with no sign of goods delivered, let alone shipped. It might be in this instance that there was something amiss with the sellers account which has now been rectified. 

    As for not sending goods, if this is the normal PayPal hold then any seller would be daft not to send as all that would happen is funds would go back to buyer on day 21 minus all the fees charged by PayPal. Buyer can then leave negative feedback for the seller and seller is one step closer to not having an eBay account, and possibly not a PayPal one either.

    everything is everything is sorted now. I got two emails from PayPal and eBay telling me that my item has been posted and the seller sent a photo of the receipt with tracking ID of parcel. I get really stressed with eBay when things don’t go as they should because I suffer anxiety and depression but my parcel is now on its way.
