    You say that this person is in a health funded care home.  Does that mean that it is being funded by the NHS for a specified time after which the usual discharge procedure takes place? 
    It would be useful to know how this works as it may have a bearing on replies.
    If the health funding ends then there would be some sort of means test done by social services if the person needs to stay in the care home.  Presumably then any benefits would go directly to the care home and PIP could not be awarded as they are not self funding.
    What is the person's future prognosis?
    In the meantime I would look for charities in your area to provide financial support. 
    Perhaps the Polish Embassy may be able to help?

    If the individual has never been employed, or self-employed, the source of any money must be questionable at best.  They may of course have been supported by friends, but there would seem to be no reason not to share that information.

    Funded by CHC while rehabilitation potential is assessed - no specified time limits. Reviews as needed, usually annual, can be more frequent. At the point at which they are no longer getting any benefit from the specialist rehab then options would be reviewed.  For some people, depending on their level of need at that point, it may be going home, or supported living. For others it would be residential care. 
    People in care homes can still get the PIP mobility component, can they not? Or am I getting confused with DLA?

    Yes they can.

    There was apparenty a question in the HoP on this yesterday.  Very briefly reported on Today this morning.  Government actively looking at the problem though no mention of plans.  About 46:20 in link

    Yes they can.
    Update ref this -  I have been advised that people who are health funded would not get PIP anyway because it counts as the same as being in hospital.

    With regards to applying for anything else it's all turned a bit chicken and egg. Paid appointee won't touch until they are in the system and a claim has been started; I am unsure of the legalities of who would start a claim for someone who lacks capacity in order to then hand it over.

    I suspect due to the complexity a lawyer may be the best course. Some CAB may be able to assist with this, I know our local CAB provide this service (usually for immigration issues) one night a week. They don't advertise this service though, its arranged through initial consultation.

    Does the individual not have a social worker?  It sounds very much as though they should have one who could, on their behalf, secure WRO input/representation or, if necessary, charity grants/funding until benefits situation is clearer.
