If the heat treatments don't work I would leave soapy water to soak in around the plate , just a drizzle and see if that loosens it. I wonder if the plate was put back damp and that was why it stuck?
It is very likely it wasn't as dry as it could have been! Just a bit random that one side plate has stuck like this, but when I've put 4 big plates and 4 small plates there, that didn't stick? I'm sure those would have gone in a bit wet too!

Nothing has worked as yet so I'm trying some soapy cloths around it, and will try the pan idea - although a bit nervous in case I knock it on myself! Hairdryer did nothing at all. Hoping the warm weather may work in my favour as everything else has melted in here this week haha.

Is this a laminate shelf in a kitchen cupboard? Can you remove the whole shelf with the plate attached?  I’d have .thought warm water would do the job eventually. Heat might damage the shelf.
It is laminate but it's the bottom shelf so is basically part of the 'shell'. I'm re-trying soapy water at the mo.

Find a saucepan that fits nicely onto the plate so there is plenty of contact between the plate and pan. Fill the saucepan with very hot water and place it on the plate and leave it there for a while to allow the heat to transfer. This may soften up the cough mixture and instead of just trying to lift the plate, rotate it very slightly from side to side.
Will be trying the pan idea next - just a bit nervous I'll knock it on myself (I'm a bit clumsy!) I'm wondering if I could heat a small plate up in the oven for a few minutes and put it on top? What do you think? :)

If is the same type of plate, so gets good contact it might work,
Got any baking beads ? - heat those up, leave them on the plate - at least they won;t spill

This is an entertaining read  :D.  I hope you get it sorted but it's funny hearing all the suggestions.

I'll offer a new theory.  If you're sure you cleaned the shelf after the spill, is it possible that the plate is actually stuck to the shelf under vacuum?  Rather than being "stuck" in the sticky sense, it was placed on a damp shelf and formed a seal?

If the underside of the cupboard isn't visible, you could try gently drilling (with a hand drill and small bit) upwards through the underside of the cupboard under the centre of the plate.  If it is suckered on, the resulting hole will clear the vacuum.

At least I have amused some people haha. Gotta laugh or I'll cry!
I THINK I cleaned it well but can't be certain. Vacuum is an option as I don't always perfectly dry stuff... Unfortunately I rent so can't drill into it - it's a "top cupboard" so the underside is visible from certain angles so I wouldn't get away with it.

I would keep trying water or white vinegar and try to get under the plate.

Something like dental floss would help to get under it or a glass scraper

I'd get a b;laded knife (Stanley) and try and ease the plate off.

    Or

Spray bottle of water and keep spraying
