This will be a shoo-in for a keeper to appeal to POPLA, then, if no NTK was bothered with.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OP, if you still need the name of the CEO of Sainsbury's, it's Mike Coupe.
As MistyZ said, his email address is posted elsewhere on the forum and you can find it with a search (it's even in a thread on this very message board somewhere).2 -
Hi All,
So, followed your advice and complained to Sainsbury's new CEO Simon Roberts via e-mail . I pointed out the delay was due to the longest queue outside the supermarket because of social distancing measures and once inside the movement is extremely slow including check out, a furthermore wait at payments point. I mentioned that when I complained to staff at the branch were not helpful - their only response was "it is clearly signposted that you have 3 hrs free parking also mentioned ECP rejected my appeal.
Here's the response from head office. Look's like they're not interested in intervening. What now? Should I keep bothering Sainsburys about this [before my deadline appeal to POPLA in 5 days) and refuse their referral to Euro Car Parks?
Meanwhile, I am preparing my appeal to POPLA should i appeal on the basis that;
(1) NTK has not been sent anything else I could include?
(2) No standing or authority to pursue charges nor form contracts with drivers
Anything else I should include?Dear XXXXThank you for your email to Simon Roberts which has been received into our Executive Office.Simon has asked me to personally look into your email and respond to you on his behalf.I am sorry to learn that your father has been issued a car parking ticket at our Fulham Townmead Road store managed by Euro car parks. To appeal this, you would you need to appeal this directly with Euro car parks or alternatively you can speak to the store to see if they can assist you further.Once again, on behalf of Sainsbury’s I am truly sorry for the disappointment and inconvenience this matter has caused you. Should you require any further assistance, please do not hesitate to contact me direct on 0207 695 8900.Kind regardsXXXXXXExecutive Office

Keep at them - asking why they arent controlling their agents and instructing them to cancel when this is a situation outside of a shoppers control. What may have been plenty pre-covid is clearly not hte case now.
POLA - standard long POPLA appeal, first off that no NtK was served and proven by... therefore they cannot hold you, the keeper, liable.2 -
another one for the local/ national press ...Ralph
